We are using WP native hooks to hide menu items/plugins, there is no option to hide admin pages, or you are referring to menu-items/submenu-items, then the plugin/menu-item is not added by the WP native hooks, that’s why it is not hiding.
Can you please provide us staging site login for further investigations, otherwise we can’t help with your given details.
For the feature request, we already have menu order per role, and as you already know that not every user role see all the options, that’s why adding all users menu order will start writing php warnings about this and this menu item is not found to hide, So I don’t think we will add menu order for all users, but if more requests come for this, we may add.
