REST API endpoints need to all be in the same code block

For Scripts Organizer, it seems to me that REST API endpoints need to be in a single code block that is only PHP, no Header or Footer tabs, with a trigger location of Everywhere. Is this correct?
I also seem to have problems if I put some endpoints in one code block and others in another code block. I get an error saying “No route was found…” for endpoints that are in the 2nd code block. If I move all endpoints into the same code block, everything works fine.
Is there a way to put REST API endpoints into more than one script block to organize them better?
